Who: anyone who cares about the wages and working conditions of workers in
the U.S. and abroad

What: stop Fast Track legislation HR-3005

When: NOW!!! there will be a vote on 12/6/01

How: Call your Representative and tell him/her that because you believe in
fair labor practices, you don't believe in Fast Track. You can be connected
to your Representative's office by calling
        1-800-393-1082 (courtesy of the AFL-CIO) or
        1-888-832-4246 (courtesy of the U.S. Chamber of Commerce)
        ask for a written response, to make sure that your call is recorded!

Why: Fast Track, or Trade Promotion Authority, is a method for negotiating
free
trade agreements rapidly by taking negotiation powers away from Congress and
giving them to President Bush. It gives Bush the power to negotiate free
trade agreements and bring them to Congress to be either approved or
disapproved as they are - no amendments allowed. By limiting debate time to
20 hours and forgoing the possibility of amendments, it prevents discussion
and debate among congresspeople regarding these issues; it takes away their
authority to determine international agreements, placing it instead in the
hands of one executive.
         Fast Track does not require that environmental safeguards or
workers'
rights be negotiated in the core text of the trade agreements to which it
would apply.
         Fast Track (FT) would mainly be used to hasten the negotiations of
the Free
Trade Area of the Americas (FTAA). FT is not necessary for the negotiation
of these trade agreements - hundreds of agreements have been negotiated in
recent years, only five of which have used FT authority.

President Bush has pledged to be on the phone with members of the House
today, tomorrow, and Thursday to make sure Fast Track passes. We have to
make sure all the Democrats AND Republicans who care about workers and
American jobs hear from us NOW!
