As you know, the WRC recently issued a Preliminary Report on the PT Dada Cap Factory in Indonesia. The report identified serious Code of Conduct violations and made a number of recommendations for remedial action, which were supported by the collegiate licensees involved with the factory. I want to provide you with a brief update on our work at PT Dada.

On Saturday, April 20, I visited Jakarta in order to meet with senior officials from PT Dada and from the factory's parent company in Seoul, and with a representative from Adidas' compliance division (Adidas is a key buyer at the factory, and, while they are not producing university logo goods there, they are an important collegiate licensee and have agreed to work with us).

The focus of the meeting was the steps Dada managers need to take in order to address urgent problems at the factory that were identified in the WRC Report. The company made a series of commitments at the meeting which are in the process of being formalized. If these commitments are fulfilled, we will see major, positive change at the factory. Some improvements have already been made since the date the WRC report was issued. For example, workers are no longer being required to do sewing work in their homes after the workday has ended.

We are continuing to monitor the situation, working primarily through a team of three Indonesian researchers, as well as through ongoing contact with Dada management and Adidas. Dada managers agreed to provide our Indonesian colleagues with regular access to the factory for monitoring purposes. A major test of the factory's willingness to move toward Code compliance will be whether it fulfills its commitment to negotiate in good faith with all of the legally recognized unions in the factory -- a step supported by all of the relevant licensees. Doing so will help to remedy past violations of workers' associational rights and should generate a new collective bargaining agreement that will itself lead to further effective remediation.

At this stage, I am optimistic about further progress at PT Dada and impressed with the level of commitment to remediation that the licensees have shown. As the WRC Report noted, PT Dada has already demonstrated a willingness to address concerns about rights violations and improve conditions; I am hopeful that they will follow through on their more recent commitments. Continued vigilance, is, however, essential.
