INTERNATIONAL LIAISON COMMITTEE OF WORKERS AND PEOPLES

COMMUNIQUÉ

We have been informed that the All Pakistan Trade Union Federation
(APTUF) will hold its National Congress on November 5th in Lahore.

APTUF is an independent trade union which has participated in many of
the campaigns and initiatives launched by the International Liaison
Committee of Workers and Peoples (ILC).

APTUF women's representatives had launched together with Indian trade
unionists a common appeal for peace and fraternity between peoples,
against war on the Indian sub-continent, on the occasion of the
Geneva Conference of June 16th, 2002 convened by the ILC.

In the very difficult situation existing in Pakistan, and in spite of
attacks against trade union rights, APTUF goes on defending
democratic and labour demands, and maintains its independent trade
union activity.

After September 11th, Pakistan was at the centre of the global war
launched by the Bush administration. APTUF condemned the bombings
against Afghanistan and fought against the acceleration of
privatisation allowed by the state of war into which Pakistan had
been plunged.

This past September 6th, APTUF organised a demonstration denouncing
the threats of war against Iraq.

APTUF and its organiser activists today are threatened with
repression. In the Railways sector -- in which it has fought
constantly against the dismantling and privatisation of the railways
-- the right of trade unions to organise workers is under assault.
The General Secretary of the Railway Workers Trade Union,
Fazal-el-Wahid, has been transferred to a town that is 1,000 km from
the trade union headquarters. This disciplinary sanction is an attack
against the right to hold meetings and to maintain an open trade
union hall.

Furthermore, legal action has been taken against comrade Gulzar Ahmad
Chaudhry, General Secretary of APTUF, because he has declared his
support to workers in struggle and has organised demonstrations.

APTUF is a pillar of the defence of democracy and workers' interests
in Pakistan. It is a leaning point for the defence of workers'
organisations and their independence, for the defence of peace and
the international union of workers and peoples the world over.

APTUF recently hailed the fight of U.S. Dockworkers and workers in
general against the implementation of the Taft-Hartley Act. APTUF
expressed its solidarity with the Russian railway workers who, just
as their counterparts in Bangladesh, mobilised against privatisation
on October 10th.

This is why it is essential that the APTUF National Congress be the
occasion for working people the world over to express their
international workers' solidarity.

The ILC calls upon all organisations and activists working with it to
send solidarity messages to APTUF General Secretary Gulzar Chaudry no
later than November 1st if at all possible (to allow for their
translation), demanding:

- Stop all legal action against Brother Chaudhry
- Restore all trade union rights
- Stop hindering trade union activity.
